Pacific DL-155 Adjustment Help

I picked up (among many other things) a very good condition Pacific DL-155 single-stage shot shell loader. Everything functions, but it's missing the primer seater device. I think I've got that solved (more later) but it has one issue that has vexed me. The head block does not go down enough to start the pre-crimp. It's almost like it was set up for 3" or 3-1//2" shells, but there is ZERO mention of adjustment in the user manual. Anybody have any experience with the old Pacific series of presses?
