SBS - is it that complicated to nuy my out of state friends SBS?

So my pal inherited an 870 with a 14" barrel. Can't I just buy ot and apply for an SBS tax stamp? What coild possibly get im my way? What are the rules here? Have him ship to my FFL?€

I think you have to get the stamp before purchase. Your FFL should know the procedure. I'm just guessing.
